Florida’s Governor Scott certainly believes in the trickle down theory—trickle into a cup anyway. Last year he attempted to test welfare recipients even though it was clear that they actually test BELOW the national average of the general population for drug abuse. Judge Mary Scriven for the United States District Court found this to be unconstitutional and issued an injunction.
Then he followed up that costly and stupid order with another: Random, suspicion-less, testing of state workers—85,000 of them. And how many do you think were found to be drugged out worker bees when they tested based upon a suspicion of drug use (unlike the silliness now proposed by Governor Scott to test all based upon absolutely no suspicion)?
The ACLU and the workers union said that in 2010, only 46 of the 85,000 workers in question were subjected to drug testing because of suspicion they were using drugs — about five one-hundredths of 1 percent. Most were in the Corrections and Juvenile Justice departments, and most were found to be drug-free. In 2009, only four of more than 4,700 workers tested were found positive for drugs.
The ACLU then went to work again explaining very slowly and carefully to Governor Scott that one cannot go about ordering bodily fluid tests on suspicion-less grounds. Dear Governor Scott: It is unconstitutional! Are you an idiot? Shortly thereafter, Governor Scott suspended his order on random suspicion-less testing pending a review by the courts. He claimed he was confident that his order would pass ‘constitutional muster’ but given the legal challenge by the ACLU, he was willing to wait for the court’s ruling.
What the hell is wrong with this man and why is he so obsessed with urine? His response:
As I have repeatedly explained, I believe that drug testing state employees is a common sense means of ensuring a safe, efficient and productive workforce. That is why so many private employers drug test, and why the public and Florida’s taxpayers overwhelmingly support this policy.
While that maybe what he says, his financial interest in testing labs has become “the elephant in the room” because only a fool without a financial interest would continue down this path with the evidence that has been gathered by all the tests and statistics thus far. So how did this billionaire governor handle the financial interest elephant? He simply transferred his personal interest in his testing lab to his wife, which Florida experts claim that while it may rise to the level of an impropriety, it is still legal. And what does that mean to the citizens of Florida? It means that the elephant is taking a crap on you.
And the Federal Courts would appear to agree. U.S. District Judge Ursula Ungaro stated:
But the Governor’s reasoning is hardly transparent and frankly obscure. He offers no plausible rationale explaining why the fact that a state employee’s work product and financial status are publicly accessible leads to the conclusion that the employee’s expectation of privacy in his or her bodily functions and fluids is then diminished.
The Court went on to add:
The [executive order] does not identify a concrete danger that must be addressed by suspicion-less drug-testing of state employees, and the Governor shows no evidence of a drug use problem at the covered agencies
Case closed? Nope. Governor Scott announced that he would appeal. And Florida will continue to pay for Governor Scott’s addiction to golden showers.
Dear Governor Scott: The courts have told you to pee in your own cup, go piss up a stream, go piss off. And you just keep pissing away the taxpayers’ money. The one percenters, like Governor Scott, have no problem with wasting taxpayers’ money as long as they aren’t paying the taxes, but what surprises this author the most are those conservatives that are paying their fair share of taxes and know these tests are meaningless, costly and that Governor Scott has an “interest” in the testing labs, yet support these ridiculous tests proclaiming: “What do they [the ones being tested] have to hide?” The workers aren’t hiding anything. But let’s ask Governor Scott what he’s getting out of all these battles, shall we?


Curious that the Republican legislators who insisted that all state workers be drug tested regarded themselves to be exempt from this procedure.
