40 Gun Bills Submitted To Congress In One Month

It has been just over one month since the 113th Congress came into session. It has been less than two months since the murders at Sandy Hook Elementary School rippled the fabric of a usually unflappable American society. Maybe it was a tsunami effect – a dozen mass shootings within a year, a dozen schools interrupted by mass murder in the past 15 years but whatever the cause, the reaction from the public – from the gun regulation community, to the guns rights community, to the very large middle of America who had not taken a stand either way – the reaction was swift. And just as swift, legislators on both sides of the aisle, both sides of the issue, sensed an opportunity to codify that reaction.

In the past month, at least seven states have introduced comprehensive legislation to regulate firearms, with New York being first out of the gate. On a national level, everyone anticipated two specific acts: Senator Dianne Feinstein’s introduction of the Assault Weapons Ban [S.150 pdf] and President Obama’s Executive orders. Both came, and they garnered the majority of media attention. But…there have been 38 more bills submitted by senators and congresspersons on both sides of the aisle. And they, along with the Assault Weapons Ban, will act as the building blocks for what will end up being the 2013 version of a solution to reduce gun violence.

Many of the bills are the parallel Senate/House versions, such as, Senator Feinstein’s S.150 is related to HR437. But others are stand alone, and cover the entire political spectrum, from a national registration bill [HR117 pdf] to a bill by Senator Rand Paul [S.82 pdf] to restrict President Obama’s Executive Orders:

“A bill to provide that any executive action infringing on the Second Amendment has no force or effect, and to prohibit the use of funds for certain purposes.”
