Enter Ronald Kossick. Ronald is a concerned citizen, like many. He decided to go to Lakeshore Technical College, a STATE FUNDED two-year institution of higher learning in Cleveland Wisconsin, way up in the northern area of our state. Ronald was standing on the sidewalk outside the technical college and circulating his petitions. Apparently, someone got upset with Ronald and the police were summoned to the scene. Ronald was contacted by, according to the citation, the Chief of Cleveland Police.
